West Sussex do not routinely undertake bus stop assessments! Featured

Following a recent FOI request it was discovered that West Sussex have not undertaken risk asessments for bus stops in years!
We asked some really simple questions and the results were shocking. Apparently they also work from a DRAFT copy of a manual instead of a final copy. So i suggest you all go and request a full risk asessment of your local bus stop now!

1.  A list of any safety audits relating to bus stops and their locations
within the Chichester, Bognor, Tangmere, Pagham areas. This should include
the dates and result.

 

We have not undertaken any GG119 road safety audits on bus stops within
the areas requested in the last 12 months.  We have undertaken the
following bus stop relocations (in the areas identified).  All were
subject to a Traffic Engineers Assessment following our standard operating
procedure (SOP).  SOP attached for information:

 ·         Aldwick Road, Bognor Regis (permanent relocation)

·         Ash Grove, Bognor Regis (permanent relocation)

·         Oving Road, Chichester (new bus stop location)

·         The Street, Boxgrove (permanent relocation)

 

2. The process for relocating a bus stop. This should include the
contacts,  process and discussions with stakeholders, users etc.

 I have attached the SOP which includes all relevant information for
relocation of a bus stop. However, I have summarised the process below for
ease:

 A bus stop relocation is only considered if it can be shown to have a
safety issue surrounding its current location or if the bus operator
withdraws their support of service from it.

 

1.   An initial request will need to be made by the relevant operator,
this is done by the customer getting in touch with the operator to make
them aware they wish to relocate a stop.

 

2.   The operator will then get in touch with the Bus Infrastructure Team
(BIT) and submit a document known as “Part A” which informs the BIT that a
request to relocate has been made and all other information such as bus
types used on the route, dimensions of the bus, frequency of bus stop etc.
The operator will also provide a location the feel could be suitable or if
the resident has provided the operator with where they feel a suitable
location is, then this can also be provided;

 

3.   After this a location plan is drawn up of the proposed location for
the Traffic Engineer (TE) to consider;

 

4.   Prior to a TE undertaking the assessment, a document is completed by
the Bus Infrastructure Officer known as “Part B” which is a desktop survey
that looks at accident data over a period of time, whether school
transport would be using the stop and a checklist of other safety factors
that need to be taken into account such as suitable crossing points,
somewhere safe to stand while waiting for the bus etc;

 

5.   Once the “Part B” and location plan are completed this will be
submitted to the TE who has 10 working days to complete the assessment and
write up the report that will support or reject the application; this
assessment is returned to BIT;

 

6.   A design will then be drawn up on CAD (Computer Aided Design) which
will include 2 phases, the first being the removal of the existing bus
stop and the second being the installation of the relocated bus stop. The
drawings will include dimensions, highway boundaries and street furniture
such as drainages, lamp columns and kerbing so the contractor is able to
know the correct location to install the works;

 

7.   The consultation will follow on from the CAD drawing and consists of
2 phases, the first phase will include all key stakeholders such as Local
Member for the area, relevant bus operator, Area Highway Manager, Traffic
Engineer and Local Parish Council. The next phase will be to consult with
residents via a letter drop that informs all residents of the intended
works that will take place. A 10 working day timeframe will be given to
answer any queries;

 

8.   Once the consultation stage is completed, Statuatory undertakers
equipment  will be acquired that show all utility company cables, wires
and piping in the area;

 

9.   After all this is collated together a works package is created that
includes the CAD design, statuatory undertakers equipment and any other
relevant information which gets submitted to the contractor who will have
a 28-day turnaround time to complete the works;

 

10.                 Photos are then taken once the build is completed by
the contractor to be viewed by BIT.

 

3.  Detail the process behind the decision to move Boxgrove Southern North
Bound  bus stop

 

The County Council was approached by Boxgrove Parish Council to relocate
the original location of this bus stop.  They were concerned that
pedestrian access, in particular, individuals with mobility issues, had
impeded access.  The County Council undertook a Traffic Engineer’s
Assessment resulting in the relocation of the bus flag to the new
location.  The bus operator was consulted and supported the relocation.
